In this project, democracy is considered as a latent variable that can be measured only by studying its indicators that are observable to us. In other words, we cannot observe or measure democracy directly. But, democracy’s indicators such as elections are observable and can be measured directly. Therefore, in this project, we will build a latent variable model to estimate democracy rating from its indicators.  

  f(measure | indicators) = f(measure) *  f(indicator | measure) / f (indicators)

Our democracy rating will take a 0~100 scale for this project, in order to be sensitive to any minor progress toward democracy. Therefore, for our special application of measuring Chinese democracy, some small amount of democratic progress in China can be reflected in our 0-100 scale rating. But, these small progresses will not make China’s rating to be changed in a 0-5 or 0-7 scale.

For our special application project, besides a general measurement of China’s democratic progress, we also plan to measure the most important individual dimensions including local election, economic freedom, press freedom, religious freedom, civil society, rule of law, and openness of national governance. By doing so, a more complete picture of China’s political changes can be captured by our rating and reports.
