Building Social Assessment Capacity

in Sri Lanka

Summary

In general, the mission was very successful. I have not only completed a successful training to 31 people, but also initiated a good start to institutionalize the social assessment training and to institutionalize social assessment practice in Sri Lanka. Some social assessment studies are also expected to be completed soon with more to follow.

I am very happy with the contribution made during the trip, and do thank UNDP for giving me this opportunity. If I can know more about Sri Lanka and about our local partners before I visited there, this mission could be more productive. Most of the trainees are very keen on knowing some SA experience in other developing countries, rather than that in USA. Perhaps, UNDESA can conduct some comparative studies of SA practice in a few developing countries where good practice can be summarized and be recommended to others.

Before I left Sri Lanka, I had a Saturday meeting with our local partners including Mr. S. Rahubadde, Dr. Danawardane Gamage, Mr. M.H.S. Dayarathne, Mr. V. Sivagnanasothy and Ms. Jalini Suriarachchi (see picture below). A future plan has been created in this meeting. According to this plan, a preliminary version of the training manual and three research proposals should be completed by the end of the August. By the end of this year, we should have a localized training manual available to all the SA trainers in Sri Lanka, have complete one or two SA studies as examples for other SA practitioners, and have complete most of the preparation work for SA legislation in Sri Lanka.
