Building Social Assessment Capacity

Strategies and Actions to Institutionalize SA Training

in Sri Lanka

Based on the feedback provided by our trainees and my discussion with the MPDI staff members, three issues are identified as the most crucial to institutionalize SA training in Sri Lanka. They are:

(1) A localized training manual

Among our 31 trainees, 14 people feel confident to provide SA training to others. But, they need us to provide a training manual to start their work, as nothing is available in Sri Lanka now. Therefore, to create a localized SA training manual is the first priority to institutionalize SA training in Sri Lanka. As decided on our 7/26 Saturday meeting, Mr. Dayarathne’s group will compile all my lectures together with other speakers’ materials and the brainstorming/discussion results into a training manual - edition 01. All the content will be organized per a structure suggested by me as the following:

SIA Training Manual

1)      Introduction

2)      SIA approaches

3)      SIA steps

4)      SIA design

5)      Information Collection

6)      Information Management System

7)      Analyze and Prediction

-         part 1: descriptive

-         part 2: modeling

-         part 3: system

8)      Integrating SIA into your system

9)      SIA and other assessment

10)  The use of SIA

11)  Examples

12)  Group Exercises

13)  Appendix

-         Guidelines and principles

After all the training materials get organized, I and Dr. D. Gamage will edit the work to produce a final version. Dr. D. Gamage plans to translate it into Sri Lanka languages later.

(2) First group of trainers identified and ready to start training

Based on the evaluation forms received, 14 trainees feel confident to train others. Mr. Dayarathne has identified 10 people to work with. After we get our localized training manual produced, a meeting will be set up for these 10 people to gather again so that they can become familiar with our training manual and plan for their own training programs. It is expected these 10 people will start training others immediately after this planned training meeting.

The MDPI also plans to send 3-4 people to attend a SA certificate program in overseas.

(3) Working with other training institutes

Work will be done by MPDI to make social assessment a part of training in a few selected national training institutes, to be selected from SLIDA, HARTI, NIBM and the National Institute of Social Development.

Work is also expected to make social assessment a part of a University Degree or Diploma program in the University of Colombo and others. Professor S. T. Hettige of the University of Colombo expressed some interests in this.

MPDI staff members plan to make our training manual available to these institutes and assist them to conduct SA training in Sri Lanka.
